National Action Plans on Business & Human Rights in Asia

 

I had the opportunity to present my views on National Action Plans (NAP) on Business & Human Rights (BHR) in South Asia at an online certificate course organised by Oxfam India and HURBA in July 2020. I did this webinar together with Livio Sarandrea.

In this webinar we look at the 5 phases of a NAP development process:

  • Phase 1: Initiation
  • Phase 2: Assessment and consultation
  • Phase 3: Drafting of initial NAP
  • Phase 4: Implementation
  • Phase 5: Update

We also look at the structure of NAP and present a short overview of some NAPs. I focus on India's NAP and share the following:

  • Participation of communities in the NAP development process is crucial for an effective NAP
  • It is important that there is an opportunity for everyone to comment on first draft of NAP before it gets finalised
  • Informal Sector must remain a core focus of the NAP
  • Issues or dispossession linked with land acquisition and natural resource is a key issue for NAP to address
  • NAP should address emerging issues in the are of Future of Work and the gig-economy
  • NAP should provide clear roadmap on grievance mechanisms at the operational level
