I had the opportunity to present my views on National Action Plans (NAP) on Business & Human Rights (BHR) in South Asia at an online certificate course organised by Oxfam India and HURBA in July 2020. I did this webinar together with Livio Sarandrea.
In this webinar we look at the 5 phases of a NAP development process:
- Phase 1: Initiation
- Phase 2: Assessment and consultation
- Phase 3: Drafting of initial NAP
- Phase 4: Implementation
- Phase 5: Update
We also look at the structure of NAP and present a short overview of some NAPs. I focus on India's NAP and share the following:
- Participation of communities in the NAP development process is crucial for an effective NAP
- It is important that there is an opportunity for everyone to comment on first draft of NAP before it gets finalised
- Informal Sector must remain a core focus of the NAP
- Issues or dispossession linked with land acquisition and natural resource is a key issue for NAP to address
- NAP should address emerging issues in the are of Future of Work and the gig-economy
- NAP should provide clear roadmap on grievance mechanisms at the operational level
